Dear Mr. Castro,
I do not know if I should address this letter to Mr. Fidel or Mr. Raúl because I do not know who is actually in charge but never the less I hope that my message come across to you.
I hear that you are thinking about developing your own operating system, called 'Nova' and based on Linux.
I respect that you want to do things your own way but I think that history tells you that many times you have made unwise decisions that have not benefited the Cuban population. Your country is living in the 1950s (or should I say 1968?) and your people are poor and rely on monetary contributions from their relatives that have fled to Florida.
As much as I wish the Cuban software industry best of luck [is there any industry?] I think that such a move with creating your own operating system would cost dearly and not deliver any of the benefits that you anticipate. It would just send Cuba deeper.
Instead I offer my humble advice to you - please consider making Cuba the best place ever for software development based on the Microsoft architecture. That way your software industry would be able to partner with companies all over the world and it would bring prosperity to the whole Cuban population.
Warm regards, Per
